To build a robot that has will first build a robot that has emotions (see the thought: How to build an emotional robot). And if we connect the sadness and happiness centers to effector systems that can create activities, we provide feedback between the sensors and effectors through these "feeling" centers. When a robot with such systems is active, it will seek and create activities that stimulate and create higher excitation of the happiness center and seeks and creates activities that inhibit or create lower excitation of the sadness center.
Such a robot will have the will, as it seeks activities to get higher in the happiness and lower in the sadness. And if we artificially program these feeling centers to have the range of the attributions of the habitable inside and outside environment, the system will have life instinct too and can behave autonomously in the environment.
