What is the will? We are experiencing will when we choose between different choices. It determines our behavior. The will on the brain level is a neural activity when two or more neural structures excited and compete for the same output. These can be conditioned structures (requires learning mechanism)  or built-in structures that are determined by genetics.

We feel our will, a kind of decision making, require consciousness, but actually, we have will without and with a conscious decision. (Consciousness described in the thought: How to create consciousness) We may have two types of will. One is ancient and can work without consciousness, and one is evolutionary newer and utilizes consciousness for making decisions. Neither one is a classical "free will" as it probably doesn't exist.

Conditioned will: ancient, works without consciousness
This kind of will utilize direct senso-motoric pathways. These pathways are closed routes but still can be associated with other routes. It does not excite peripheral neural structures so does not create consciousness.

Conscious will: evolutionary new, utilize consciousness
This kind of will is the outcome result of the excited competing peripheral neural structures. Because these structures create the experience of consciousness, this is the will that we are aware of.
